The Madlanga Commission of Inquiry in Pretoria heard testimony from suspended Tshwane CFO Gareth Mnisi on 21 April 2026 regarding his WhatsApp communication with Sergeant Fannie Nkosi over the TMPD1 of 2024/25 anti-land invasion security tender awarded to eight companies including Nkosi's brother's firm Ngaphesheya, which received close to R3 million despite non-compliance. Mnisi admitted to the commission that his strategy upon suspecting Nkosi wanted an improper tender award was to "play along" and "huff and puff" so Nkosi would believe he was assisting, rather than reporting the interference attempt through official channels.
