Jinggoy Estrada, former Public Works Secretary Manuel Bonoan and 4 others tagged in allegedly anomalous infrastructure projects. Clavano said the theory of the case posits that senators have the power and influence to give infrastructure projects to different parts of the country. “Ang theory sa ating kaso ay doon sa mga pinibigyan niya ng proyekto mayroon din tayong nakikitang allegation ng kickback. May ebidensyo naman tayo na karamihan sa mga bidding na ginagawa sa iba't ibang parte ng bansa ay meron ng napiling winning bidder. Diyan na pumapasok ang sumasahod,” he said.
