Description
The Empire of Morocco seeks legal reforms that strengthen its constitutional framework, particularly regarding the status of Moorish Subjects (Black, Negro’s, African‑American’s, and Moorish‑American’s) who became naturalized abroad. The constitution serves as the essential reform that enables these individuals to reaffirm their allegiance to the Empire by following the provisions outlined in the Treaty of Madrid of 1880. According to Article 15, any Moorish Subject who obtained foreign naturalization and later returns to Morocco must, after residing for a period equal to the time required to gain that naturalization, choose either full submission to Moroccan law —unless it can be shown that the naturalization was granted with Morocco’s consent.
