Comedians Dave Anthony and Gareth Reynolds examine the O'Connor Layover Agreement! The O’Connor Layover Agreement was a 1900–1935 policy by St. Paul, Minnesota police chief John O'Connor that allowed criminals to live in the city if they checked in, paid bribes, and did not commit crimes locally. This turned St. Paul into a safe haven for gangsters like Dillinger, Barker, and Karpis, effectively outsourcing crime.
