Speaking before the newly restored bicameral Congress, she reflected on the symbolic importance of addressing the legislature in a venue once silenced under martial law. She painted a stark picture of the Philippines’ condition under the previous regime — an economy that had contracted by 11 percent, unemployment affecting 2.6 million workers, a decade-long setback in real per capita income, and an external debt of $26.3 billion that, she said, had not benefited the people but would burden generations to come. The President laid out her administration’s plans for recovery through a comprehensive economic reform program aimed at stabilizing the nation and fostering sustainable growth, anchored on structural changes and international cooperation. Indeed, her address was both a candid acknowledgment of the country’s severe challenges and a declaration of her intent to rebuild democratic institutions, restore public trust, and guide the Philippines toward economic renewal.
