Suspended City of Tshwane CFO Gareth Mnisi appeared before the Madlanga Commission of Inquiry on 21 April 2026, where evidence leader Advocate Matthew Chaskalson SC cross-examined him on a leaked Bid Evaluation Committee template found on the phone of arrested police sergeant Fannie Nkosi, forcing Mnisi to concede that the document should never have been in Nkosi's possession and that he took no steps upon discovering the irregularity. Mnisi further admitted under oath that his Bid Adjudication Committee accepted facts constituting prima facie fraud in the cancellation of a two point nine billion rand Tshwane Metropolitan Police Department security tender, including a recommendation made on 28 May 2025 before scoring took place on 29 May 2025, with Commissioner Kumalo finding that Mnisi breached his employment confidentiality obligations by inserting Nkosi into official Tshwane operational matters involving service provider Gubis85 Solutions.
