Aquino’s 1988 State of the Nation Address focused on the Philippines’ economic rebound and democratic consolidation two years after the fall of the Marcos dictatorship. She reported that the country had recovered from its previous economic slump, with industrial capacity—once underutilized—now fully in use. Investments surged by roughly 25% annually, reaching ₱30.97 billion in 1988. Industry growth rose from 7.7% in 1987 to 8.6% in 1988, while over 2.3 million new jobs were created, reducing unemployment from 12.5% in 1985 to 9.6% in 1988. While optimistic, Aquino cautioned that the pace of growth might slow due to global conditions and a deliberate shift toward sustainable, investment-led development. The President also highlighted the emergence of small and medium-sized enterprises (SMEs) as a driver of inclusive progress. There was a 38% increase in new business registrations, most of them SMEs located outside Metro Manila—evidence of growing regional entrepreneurship and decentralization of economic activity. Aquino linked these gains not only to economic policy but to the resilience and unity of the Filipino people, noting that reduced labor strikes reflected greater social equity and cooperation. President Aquino's 1988 SONA framed the Philippines as a nation on the path to stable growth and deeper democracy. Aquino celebrated the rapid turnaround from economic crisis, the broadening of opportunity beyond the capital, and the strengthening of democratic institutions, while underscoring the need for long-term, investment-driven strategies to sustain progress.
