Genuine local manufacturing by Chinese companies could support the latter while challenging the former; merely assembling imported parts does not automatically establish European origin. Ultimately, Europe is buying time, not securing a technological victory. Success depends on whether its carmakers become more competitive—and how much value Chinese investment actually leaves in Europe.
