Description
The Statistics Act 6 of 1999 is South Africa’s key law governing the collection, production, and dissemination of official statistics. It provides the legal foundation for how national data—such as censuses, surveys, and indicators—is managed to support informed policy-making, planning, and accountability. The Act establishes Statistics South Africa (Stats SA) as the country’s central statistical authority and outlines its leadership structure, headed by the Statistician-General, who is responsible for ensuring the credibility, quality, and independence of official statistics. Under this legislation, the Statistician-General is empowered to conduct censuses, surveys, and other statistical activities, as well as coordinate all public entities that produce statistics through the National Statistics System (NSS). The law also creates the South African Statistics Council, which provides independent advice to the Minister and Statistician-General on statistical standards, priorities, and best practices. Together, these structures ensure that South Africa’s statistical processes are transparent, professional, and aligned with international norms. A vital component of the Act is its emphasis on confidentiality and data protection. It strictly prohibits the disclosure of information that could identify individuals, households, or organizations. This safeguard builds public trust, ensuring that all data collected by Stats SA is used solely for statistical and research purposes. The Statistics Amendment Act 29 of 2024 further strengthened this framework by introducing modern definitions and implementing the South African Statistical Quality Assessment Framework (SASQAF)—a system used to assess and improve data quality across all government departments. The Statistics Act 1999 plays a central role in maintaining South Africa’s data integrity and evidence-based governance. By promoting coordination, transparency, and confidentiality in statistical work, it ensures that government decisions are backed by reliable data—ulti
