Aquino’s 1989 State of the Nation Address, delivered midway through her term, reflected a Philippines that had moved from recovery toward broad-based development. She reported that the economy remained on track, with GDP growing by 5.7% in 1989. Foreign investments surged to ₱17.48 billion, a 75% increase over the previous year, while the country’s foreign debt fell by 4.3%, easing from US$27.8 billion in 1988 to US$26.6 billion by early 1989. The government built 1,407 kilometers of major roads and 4,890 kilometers of feeder roads that year, bringing total achievements since 1986 to 3,365 kilometers and 18,120 kilometers, respectively. In agriculture, irrigation reached 27,530 hectares, directly benefiting more than 18,500 farmers. Access to essential utilities also improved: nearly 7 million people gained safe drinking water from over 51,820 new projects, while electricity was extended to 2,
