Paglalarawan
Corruption may feel impossible to uproot in the Philippines, but PGMN Anchor Orion Perez Dumdum argues that the problem runs deeper than dishonest officials. He says the country’s economic system continues to produce the scarcity, dependence and weak accountability that allow corruption to survive. Orion points to Vietnam, Indonesia, Malaysia and Eastern European states, where greater openness to foreign investment pushed governments to reduce bureaucracy, strengthen compliance and create more predictable rules. He says foreign direct investment can act like an external audit because multinational companies demand deadlines, transparency and reliable institutions. He contrasts this with the Philippines, where the 1987 Constitution imposed foreign ownership restrictions, including the 60-40 rule. Orion argues that these limits discouraged investment and preserved job scarcity. Fewer jobs keep poverty high, poverty strengthens dependence on political patrons, and patronage allows corruption to become systemic. His warning is that moral appeals alone cannot repair a system that continues producing scarcity and dependence. Without stronger competition, wider economic opportunity and greater accountability, the conditions feeding corruption will remain.
